In regard to developmental states, however, many scholars have argued just the opposite, namely, that welfare programs and economic development work at cross purposes. The developmental state supposedly focuses all resources on growth and minimizes government expenditures on welfare, the environment, and other purposes until a high level of growth is achieved. As the quintessential developmental state, Japan’s experience offers a good test case for this debate. Did Japan refrain from adopting welfare policies until it had become a wealthy country, or did welfare spending increase hand-in-hand with economic growth?       Greg Kasza教授曾就读于美国耶鲁大学并获政治学博士学位,现任职于印第安那大学政治学系以及东亚语言与文化系。他的学术研究领域为现代日本政治与商业、日本社会制度与大众媒体、比较政治学、国家社会关系、战争与政治等。他著有“The State and the Mass Media in Japan, 1918-1945”,以及 “The Conscription Society: Administered Mass Organizations”等。   阅读次数:
